The Minutes of the Ordinary Council Meeting of 15 January 2019 were agreed and signed by the Chairman.

Chairmanís communications

The Chairman had received a message from Willsbridge Mill Community Refresh thanking the Parish Council for the recently installed bench in the memorial garden.

Matters arising

a] Warmley Forest Skate Park: The Clerk presented that latest minutes of the Group. She advised that funding is now in place to progress the project and meetings are taking place with South Gloucs Council and the preferred supplier.

b] Spring Clean 2019: The Clerk advised that the date has been booked as Saturday 13 April 2019. Volunteers will meet at 10am at Cadbury Heath Hall and refreshments will be provided.

a] Clocktower Association: Cllr Downing advised that the AGM will take place at 7pm on 28 February 2019.

b] Early Help Strategy for Children, Young People & Families (2019-2024): It was agreed to circulate the link for this consultation and defer comment until the next meeting.

c] Street Trading Policy consultation: It was agreed to circulate the link for this consultation and defer comment until the next meeting.

d] Avon Fire & Rescue Service Plan 2019-22: It was agreed to circulate the link for this consultation and defer comment until the next meeting.

e] Cribbs Causeway - Air Quality Management Area: It was agreed to circulate the link for this consultation and defer comment until the next meeting.

f] West of England Draft Joint Local Transport Plan consultation: It was agreed to circulate the link for this consultation and defer comment until the next meeting.

a] Preparation for Elections 2 May 2019: Noted.

b] Longwell Green Community Centre charges: Noted. It was agreed to continue to support the Centre in its efforts to secure its future.

a] Planning, Highways & Environment Committee

The minutes of the meeting of 24 January 2019 were presented by Cllr Essery and were adopted by the Council.

The minutes of the meeting of 14 February 2019 were presented by Cllr Essery and were adopted by the Council. Cllr Hughes urged the Committee to embrace biodiversity and to take full advantage of the resources on offer from South Gloucs Council to this end.

The minutes of the meeting of 7 February 2019 were presented by Cllr Hardie and were adopted by the Council. It was unanimously resolved to adopt the following policies and procedures:

Other reports

a] Reports from South Gloucs Councillors:

Cllr Savage: 1. LCTR scheme is being phased out by central government and not by South Gloucs Council as stated by ALCA. 2. South Gloucs Council has now agreed its budget for 2019-20. 3. The waiting restriction consultation for Longwell Green will go ahead without including the Parish Councilís preferred plan (double yellow lines on both sides of Longbeach Road from Greenview to Bath Road) based upon advice received from the Project Traffic Engineer. Further amendments may be possible as part of the consultation exercise.

Cllr Hughes: 1. The proposed wider remit dog fouling order is being progressed. 2. The recycling bags/bins consultation is ongoing. 3. Future changes to the refuse service are being considered.

b] Joint Parishes Forum recharges: The Clerk advised that the annual recharge process is underway.
